在這個充滿活力的初秋，我們感受到各位遠(yuǎn)道而來的專家學(xué)者和同仁們對焦作市××醫(yī)院的一片盛情，這種緣于醫(yī)學(xué)科學(xué)崇高的關(guān)愛，也增添了我們投身醫(yī)學(xué)研究，獻(xiàn)身醫(yī)學(xué)科學(xué)的信心和勇氣。我們焦作市醫(yī)學(xué)會很榮幸能夠承辦這次××醫(yī)學(xué)學(xué)術(shù)會議，這對于我們，是一次極為珍貴的學(xué)習(xí)機(jī)會。因?yàn)樵谶@次會議上，我們很榮幸地邀請到在臨床神經(jīng)外科有著豐富經(jīng)驗(yàn)，取得豐碩成果的著名專家xx---------xx專家xx為大家進(jìn)行精彩的學(xué)術(shù)演講，他們德高望重，著作等身，用我們的熱烈掌聲歡迎他們的到來！

很高興出席世界經(jīng)濟(jì)論壇201*年年會，并發(fā)表特別致辭。首先，我要感謝施瓦布主席的盛情邀請和周到安排。本屆年會意義特殊，在歷史罕見的國際金融危機(jī)之中，各國政要、企業(yè)家和專家學(xué)者聚集在這里，圍繞“重塑危機(jī)后的世界”這一主題，共同探討維護(hù)國際金融穩(wěn)定、促進(jìn)世界經(jīng)濟(jì)增長的舉措，探索全球綜合治理之道，既有重要的現(xiàn)實(shí)意義，也體現(xiàn)了會議舉辦者的遠(yuǎn)見卓識。各方面熱切期盼從這里聽到富有智慧的聲音，凝聚戰(zhàn)勝危機(jī)的力量。我們有責(zé)任向世界傳遞信心、勇氣和希望。我預(yù)祝本屆年會取得成功！

因是多方面的。主要是：有關(guān)經(jīng)濟(jì)體宏觀經(jīng)濟(jì)政策不當(dāng)、長期低儲蓄高消費(fèi)的發(fā)展模式難以為繼；金融機(jī)構(gòu)片面追逐利潤而過度擴(kuò)張；金融及評級機(jī)構(gòu)缺乏自律，導(dǎo)致風(fēng)險信息和資產(chǎn)定價失真；金融監(jiān)管能力與金融創(chuàng)新不匹配，金融衍生品風(fēng)險不斷積聚和擴(kuò)散。“吃一塹，長一智”。我們必須從中認(rèn)真吸取教訓(xùn)，正確處理儲蓄與消費(fèi)的關(guān)系，金融創(chuàng)新與金融監(jiān)管的關(guān)系，虛擬經(jīng)濟(jì)與實(shí)體經(jīng)濟(jì)的關(guān)系，從根本上找到化解危機(jī)之策。Theongoinginternationalfinancialcrisishaslandedtheworldeconomyinthemostdifficultsituationsincelastcentury"sGreatDepression.Inthefaceofthecrisis,countriesandtheinternationalcommunityhavetakenvariousmeasurestoaddressit.Thesemeasureshaveplayedanimportantroleinboostingconfidence,reducingtheconsequencesofthecrisis,andforestallingameltdownofthefinancialsystemandadeepglobalrecession.Thiscrisisisattributabletoavarietyoffactorsandthemajoronesare:inappropriatemacroeconomicpoliciesofsome

economiesandtheirunsustainablemodelofdevelopmentcharacterizedbyprolongedlowsavingsandhighconsumption;excessiveexpansionoffinancialinstitutionsinablindpursuitofprofit;lackofself-disciplineamongfinancialinstitutionsandratingagenciesandtheensuingdistortionofriskinformationandassetpricing;andthefailureoffinancialsupervisionandregulationtokeepupwithfinancialinnovations,whichallowedtherisksoffinancialderivativestobuildandspread.Asthesayinggoes,"Afallinthepit,againinyourwit,"wemustdrawlessonsfromthiscrisisandaddressitsrootcauses.Inotherwords,wemuststrikeabalancebetweensavingsandconsumption,betweenfinancialinnovationandregulation,andbetweenthefinancialsectorandrealeconomy.坦率地說，這場危機(jī)對中國經(jīng)濟(jì)也造成較大沖擊，我們正面臨嚴(yán)峻挑戰(zhàn)。主要是：外部需求明顯收縮，部分行業(yè)產(chǎn)能過剩，企業(yè)生產(chǎn)經(jīng)營困難，城鎮(zhèn)失業(yè)人員增多，經(jīng)濟(jì)增長下行的壓力明顯加大。

ThecurrentcrisishasinflictedaratherbigimpactonChina"seconomy.Wearefacingseverechallenges,includingnotablyshrinkingexternaldemand,overcapacityinsomesectors,difficultbusinessconditionsforenterprises,risingunemploymentinurbanareasandgreaterdownwardpressureoneconomicgrowth.

中國作為一個負(fù)責(zé)任的大國，在危機(jī)中采取了積極負(fù)責(zé)的態(tài)度。我們把擴(kuò)大國內(nèi)有效需求特別是消費(fèi)需求作為促進(jìn)經(jīng)濟(jì)增長的基本立足點(diǎn)。及時調(diào)整宏觀經(jīng)濟(jì)政策取向，果斷實(shí)施積極的財政政策和適度寬松的貨幣政策，迅速出臺擴(kuò)大國內(nèi)需求的十項(xiàng)措施，陸續(xù)制定和實(shí)施一系列政策，形成了系統(tǒng)完整的促進(jìn)經(jīng)濟(jì)平穩(wěn)較快發(fā)展的一攬子計劃。

mainlyrelyonexpandingeffectivedomesticdemand,particularlyconsumerdemand,toboosteconomicgrowth.Wehavemadetimelyadjustmenttothedirectionofourmacroeconomicpolicy,swiftlyadoptedaproactivefiscalpolicyandamoderatelyeasymonetarypolicy,introducedtenmeasurestoshoreupdomesticdemandandputinplaceaseriesofrelatedpolicies.Together,theymakeupasystematicandcomprehensivepackageplanaimedatensuringsteadyandrelativelyfasteconomicgrowth.

一是大規(guī)模增加政府支出和實(shí)施結(jié)構(gòu)性減稅。中國政府推出了總額達(dá)4萬億元的兩年計劃，規(guī)模相當(dāng)于201*年中國GDP的16%，主要投向保障性安居工程、農(nóng)村民生工程、鐵路交通等基礎(chǔ)設(shè)施、生態(tài)環(huán)保等方面的建設(shè)和地震災(zāi)后恢復(fù)重建，既有“十一五”規(guī)劃內(nèi)加快實(shí)施的項(xiàng)目，也有根據(jù)發(fā)展需要新增的項(xiàng)目。這個計劃經(jīng)過了科學(xué)論證，在資金保證上作了周密安排，其中中央政府計劃投資1．18萬億元，并帶動地方和社會資金參與建設(shè)。中國政府還推出了大規(guī)模的減稅計劃，主要是全面實(shí)施增值稅轉(zhuǎn)型，出臺中小企業(yè)、房地產(chǎn)交易相關(guān)稅收優(yōu)惠政策等措施，取消和停征100項(xiàng)行政事業(yè)性收費(fèi)，一年可減輕企業(yè)和居民負(fù)擔(dān)約5000億元。

government-subsidizedhousingprojects,projectsconcerningthewell-beingofruralresidents,railwayconstructionandotherinfrastructuralprojects,environmentalprotectionprojectsandpost-earthquakerecoveryandreconstruction.SomeofthemareidentifiedaspriorityprojectsinChina"s11thFive-YearPlanforEconomicandSocialDevelopment.Therestareadditionalonestomeettheneedsofthenewsituation.Thistwo-yearstimulusprogramhasgonethroughscientificfeasibilitystudiesandissupportedbyadetailedfinancialarrangement.RMB1.18trillionwillcomefromcentralgovernment"sbudget,whichisexpectedtogeneratefundsfromlocalgovernmentsandothersources.TheChineseGovernmenthasalsolaunchedamassivetaxcutprogramwhichfeaturesthecomprehensivetransformationofthevalue-addedtax,theadoptionofpreferentialtaxpoliciesforsmallandmedium-sizedenterprises(SMEs)andrealestatetransactions,andtheabolitionorsuspensionof100itemsofadministrativefees.ItisexpectedtobringaboutatotalsavingofRMB500billionforbusinessesandhouseholdseachyear.

二是大頻度降息和增加銀行體系流動性。中央銀行連續(xù)五次下調(diào)金融機(jī)構(gòu)存貸款利率，其中一年期存、貸款基準(zhǔn)利率累計分別下調(diào)1．89和2．16個百分點(diǎn)，大幅度減輕企業(yè)財務(wù)負(fù)擔(dān)。連續(xù)四次下調(diào)存款準(zhǔn)備金率，大型金

融機(jī)構(gòu)累計下調(diào)2個百分點(diǎn)，中小型金融機(jī)構(gòu)累計下調(diào)4個百分點(diǎn)，共釋放流動性約8000億元，使商業(yè)銀行可用資金大幅增加。出臺一系列金融促進(jìn)經(jīng)濟(jì)增長的政策措施，擴(kuò)大貸款總量，優(yōu)化信貸結(jié)構(gòu)，加大對“三農(nóng)”、中小企業(yè)等方面的金融支持。

Second,frequentlycutinterestratesandincreaseliquidityinthebankingsystem.Thecentralbankhascutdepositandlendingratesoffinancialinstitutionsfivetimesinarow,withtheone-yearbenchmarkdepositandlendingratesdownby1.89percentagepointsand2.16percentagepointsrespectively.Thusthefinancialburdenofcompanieshasbeengreatlyreduced.Therequiredreserveratiohasbeenloweredfourtimes,addinguptoatotalreductionof2percentagepointsforlargefinancialinstitutionsand4percentagepointsforsmallandmedium-sizedones.ThishasreleasedaroundRMB800billionofliquidityandsubstantiallyincreasedfundsavailabletocommercialbanks.Aseriesofpolicymeasureshavebeenadoptedinthefinancialsectortoboosteconomicgrowth,includingincreasinglending,optimizingthecreditstructure,andprovidinggreaterfinancialsupporttoagricultureandtheSMEs.

三是大范圍實(shí)施產(chǎn)業(yè)調(diào)整振興規(guī)劃。我們抓住機(jī)遇全面推進(jìn)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和優(yōu)化升級，制定汽車、鋼鐵等重點(diǎn)產(chǎn)業(yè)的調(diào)整和振興規(guī)劃，既著眼于解決企業(yè)當(dāng)前存在的困難，又致力于產(chǎn)業(yè)的長遠(yuǎn)發(fā)展。采取有力措施，推進(jìn)企業(yè)兼并重組，淘汰落后產(chǎn)能，發(fā)展先進(jìn)生產(chǎn)力，提高產(chǎn)業(yè)集中度和資源配置效率。我們鼓勵企業(yè)技術(shù)進(jìn)步和技術(shù)改造，支持企業(yè)廣泛應(yīng)用新技術(shù)、新工藝、新設(shè)備、新材料，調(diào)整產(chǎn)品結(jié)構(gòu)，開發(fā)適銷對路產(chǎn)品，提高生產(chǎn)經(jīng)營水平。我們不斷完善和落實(shí)金融支持政策，健全信用擔(dān)保體系，放寬市場準(zhǔn)入，支持中小企業(yè)發(fā)展。

Third,implementtheindustrialrestructuringandrejuvenationprogramonalargescale.Weareseizingtheopportunitytopushaheadcomprehensiveindustrialrestructuringandupgrading.Tothisend,plansarebeingdrawnupforkeyindustriessuchasautomobileandironandsteel,whichnotonlyfocusonaddressingtheimmediatedifficultiesofenterprisesbutalsolooktowardtheirlong-termdevelopment.Wehavetakenstrongmeasurestofacilitatethemergerandreorganizationofenterprises,phaseoutbackwardproductioncapacity,promoteadvancedproductiveforces,andimproveindustryconcentrationandtheefficiencyofresourceallocation.Weencourageourenterprisestoupgradetechnologiesandmaketechnologicalrenovation.Wesupporttheminmakingextensiveuseofnewtechnologies,techniques,equipmentandmaterialstorestructuretheirproductmix,developmarketableproductsandimprovetheircompetitiveness.Ourfinancialsupportpoliciesarebeingimproved,asoundcreditguaranteesysteminstalledandmarketaccesseasedforthebenefitofSMEdevelopment.

四是大力推進(jìn)科技創(chuàng)新和技術(shù)改造。加快實(shí)施國家中長期科學(xué)和技術(shù)發(fā)展規(guī)劃，特別是16個重大專項(xiàng)，突破一批核心技術(shù)和關(guān)鍵共性技術(shù)，為中國經(jīng)濟(jì)在更高水平上實(shí)現(xiàn)可持續(xù)發(fā)展提供科技支撐。推動發(fā)展高新技術(shù)產(chǎn)業(yè)群，創(chuàng)造新的社會需求，培育新的經(jīng)濟(jì)增長點(diǎn)。五是大幅度提高社會保障水平。

Fourth,activelyencourageinnovationandupgradinginscienceandtechnology.WearespeedinguptheimplementationoftheNationalProgramforMedium-andLong-TermScientificandTechnologicalDevelopmentwithaspecialfocuson16keyprojectsinordertomakebreakthroughsincoretechnologiesandkeygenerictechnologies.ThiswillprovidescientificandtechnologicalsupportforChina"ssustainableeconomicdevelopmentatahigherlevel.Wearedevelopinghigh-techindustrialclustersandcreatingnewsocialdemandandneweconomicgrowthareas.Fifth,substantiallyraisethelevelofsocialsecurity.

我們加快完善社會保障體系，繼續(xù)提高企業(yè)退休人員基本養(yǎng)老金，提高失業(yè)保險金和工傷保險金標(biāo)準(zhǔn)，提高城鄉(xiāng)低保、農(nóng)村五保等保障水平，提高優(yōu)撫對象撫恤和生活補(bǔ)助標(biāo)準(zhǔn)。今年中央財政用于社會保障和就業(yè)的資金投入增幅將大大高于財政收入增速。

Wehaveacceleratedtheimprovementofsocialsafetynet.Wewillcontinuetoincreasebasicpensionforenterpriseretireesandupgradethestandardofunemploymentinsuranceandworkers"compensation.Wewillraisethelevelofbasiccostoflivingallowancesinbothurbanandruralareas,welfareallowancesforthoseruralresidentswithoutfamilysupportandthespecialallowancesandassistancetoentitledgroups.Thisyear,thecentralbudgetforsocialsecurityandemploymentwillincreaseatamuchhigherratethanthegrowthoftheoverallfiscalrevenue

我們積極推進(jìn)醫(yī)藥衛(wèi)生體制改革，力爭用三年時間基本建成覆蓋全國城鄉(xiāng)的基本醫(yī)療衛(wèi)生制度，初步實(shí)現(xiàn)人人享有基本醫(yī)療衛(wèi)生服務(wù)，預(yù)計三年內(nèi)各級政府將為此投入8500億元。我們堅持優(yōu)先發(fā)展教育，正在制定《國家中長期教育改革和發(fā)展規(guī)劃綱要》。

今年將進(jìn)一步提高農(nóng)村義務(wù)教育公用經(jīng)費(fèi)標(biāo)準(zhǔn)，加大對家庭經(jīng)濟(jì)困難學(xué)生的資助，提高中小學(xué)教師待遇，繼續(xù)促進(jìn)教育公平和優(yōu)化教育結(jié)構(gòu)。我們實(shí)施更加積極的就業(yè)政策，特別是出臺了促進(jìn)高校畢業(yè)生和農(nóng)民工就業(yè)的各項(xiàng)政策措施，進(jìn)一步開辟公益性就業(yè)崗位，千方百計減緩金融危機(jī)對就業(yè)的影響。

responsibilityarekeytoovercomingthecrisis.Confidenceisthesourceofstrength.Thepowerofconfidenceisfargreaterthanwhatcanbeimagined.Thepressingtaskfortheinternationalcommunityandindividualcountriesistotakefurthermeasurestorestoremarketconfidenceassoonaspossible.Intimesofeconomichardships,confidenceofallcountriesintheprospectofglobaleconomicdevelopment,confidenceofleadersandpeoplearoundtheworldintheircountries,confidenceofenterprisesininvestmentandconfidenceofindividualsinconsumptionaremoreimportantthananythingelse.Intacklingthecrisis,practicalcooperationistheeffectiveway.Inaworldofeconomicglobalization,countriesaretiedtogetherintheirdestiniesandcanhardlybeseparatedfromoneanother.Thefinancialcrisisisatestofthereadinessoftheinternationalcommunitytoenhancecooperation,andatestofourwisdom.Onlywithclosercooperationandmutualhelp,canwesuccessfullymanagethecrisis.Toprevailoverthecrisis,accepting

responsibilitiesistheprerequisite.Whengovernmentsfulfilltheirresponsibilitieswithresolutionandcourage,theycanhelpmaintainastablefinancialorderandpreventthecrisisfromcausingmoreseriousdamageontherealeconomy.Politicalleadersmustbeforward-looking.Theyshouldberesponsibletotheentireinternationalcommunityaswellastotheirowncountriesandpeople.ItisimperativethatweimplementthebroadagreementreachedsincetheG20SummitonFinancialMarketsandtheWorldEconomy.Weshouldnotonlytakemoreforcefulandeffectivestepstotideoverthecurrentdifficulties,butalsopushfortheestablishmentofanewworld

economicorderthatisjust,equitable,soundandstable.Tothisend,Iwouldliketosharewithyouthefollowingideas.

一是深化國際經(jīng)貿(mào)合作，推進(jìn)多邊貿(mào)易體制健康發(fā)展。歷史經(jīng)驗(yàn)告訴我們，越是危機(jī)關(guān)頭越要堅持開放與合作。貿(mào)易保護(hù)主義不僅會加大危機(jī)的嚴(yán)重程度，還會使危機(jī)持續(xù)更長時間，是損人不利己的行為。要積極推進(jìn)貿(mào)易投資自由化便利化。中國堅定地支持推動多哈回合談判早日達(dá)成平衡的結(jié)果，建立公平、開放的多邊貿(mào)易體制。作為多邊貿(mào)易體制的重要補(bǔ)充，積極推進(jìn)區(qū)域經(jīng)濟(jì)一體化進(jìn)程。

First,deepeninternationaleconomiccooperationandpromoteasoundmultilateraltradingregime.Pastexperienceshowsthatincrisisitisallthemoreimportanttosticktoapolicyofopening-upandcooperation.Tradeprotectionismservesnopurposeasitwillonlyworsenandprolongthecrisis.Itisthereforenecessarytomoveforwardtradeandinvestmentliberalizationandfacilitation.ChinafirmlysupportseffortstoreachbalancedresultsoftheDohaRoundnegotiationsatanearlydateandtheestablishmentofafairandopenmultilateraltradingregime.Asanimportantsupplementtosuchatradingregime,regionaleconomicintegrationshouldbevigorouslypromoted.二是推動國際金融體系改革，加快建立國際金融新秩序。這場危機(jī)充分暴露了現(xiàn)有國際金融體系和治理結(jié)構(gòu)的缺陷。要加快主要國際金融組織治理結(jié)構(gòu)改革，建立合理的全球金融救助機(jī)制，增強(qiáng)履行職責(zé)的能力。增加發(fā)展中國家在國際金融組織中的發(fā)言權(quán)和代表性，積極發(fā)揮其在維護(hù)國際和地區(qū)金融穩(wěn)定等方面的作用。鼓勵區(qū)域貨幣金融合作，充分發(fā)揮地區(qū)資金救助機(jī)制作用。穩(wěn)步推進(jìn)國際貨幣體系多元化。

Second,advancethereformoftheinternationalfinancialsystemandacceleratetheestablishmentofanewinternationalfinancialorder.Thecurrentcrisishasfullyexposedthedeficienciesintheexistinginternationalfinancialsystemanditsgovernancestructure.Itisimportanttospeedupreformofthegovernancestructuresofmajorinternationalfinancialinstitutions,establishasoundglobalfinancialrescuemechanism,andenhancecapacityinfulfillingresponsibilities.Developingcountriesshouldhavegreatersayandrepresentationininternationalfinancialinstitutionsandtheirroleinmaintaininginternationalandregionalfinancialstabilityshouldbebroughtintofullplay.Weshouldencourageregionalmonetaryandfinancialcooperation,makegooduseofregionalliquidityassistancemechanisms,andsteadilymovetheinternationalmonetarysystemtowardgreaterdiversification.

三是加強(qiáng)國際金融監(jiān)管合作，防范金融風(fēng)險積聚和擴(kuò)散。各國金融當(dāng)局應(yīng)加強(qiáng)信息交流與溝通，加大對全球資本流動的監(jiān)測力度，防范金融風(fēng)險跨境傳遞。擴(kuò)大國際金融體系監(jiān)管的覆蓋面，特別要增強(qiáng)對主要儲備貨幣國家的

監(jiān)督，建立及時高效的危機(jī)早期預(yù)警系統(tǒng)。制定合理有效的金融監(jiān)管標(biāo)準(zhǔn)，完善會計準(zhǔn)則、資本充足要求等各類監(jiān)督制度。加強(qiáng)對金融機(jī)構(gòu)和中介組織的監(jiān)管，增強(qiáng)金融市場和各類金融產(chǎn)品透明度。

Third,strengtheninternationalcooperationinfinancialsupervisionandregulationandguardagainstthebuild-upandspreadoffinancialrisks.Financialauthoritiesaroundtheworldshouldstepupinformationsharingandthemonitoringofglobalcapitalflowstoavoidthecross-bordertransmissionoffinancialrisks.Weshouldexpandtheregulationcoverageoftheinternationalfinancialsystem,withparticularemphasisonstrengtheningthesupervisiononmajorreservecurrencycountries.Weshouldputinplaceatimelyandefficientearlywarningsystemagainstcrisis.Weshouldintroducereasonableandeffectivefinancialregulatorystandardsandimproveoversightmechanismsinsuchareasasaccountingstandardsandcapitaladequacyrequirements.Weshouldtightenregulationoffinancialinstitutionsandintermediariesandenhancetransparencyoffinancialmarketsandproducts.

四是切實(shí)保護(hù)發(fā)展中國家利益，促進(jìn)世界經(jīng)濟(jì)共同發(fā)展。國際社會特別是發(fā)達(dá)國家要承擔(dān)應(yīng)盡的責(zé)任和義務(wù)，盡量減少國際金融危機(jī)對發(fā)展中國家造成的損害，幫助發(fā)展中國家保持金融穩(wěn)定和經(jīng)濟(jì)增長。國際金融組織應(yīng)該通過放寬貸款條件等措施，及時救助有需要的發(fā)展中國家。積極推進(jìn)國際減貧進(jìn)程，特別要加大對最不發(fā)達(dá)國家和地區(qū)的援助力度，增強(qiáng)他們的自我發(fā)展能力。

Fourth,effectivelyprotecttheinterestsofdevelopingcountriesandpromoteeconomic

developmentofthewholeworld.Theinternationalcommunity,developedcountriesinparticular,shouldassumedueresponsibilitiesandobligationstominimizethedamagecausedbytheinternationalfinancialcrisisondevelopingcountriesandhelpthemmaintainfinancialstabilityandeconomicgrowth.Internationalfinancialinstitutionsshouldactpromptlytoassistthosedevelopingcountriesinneedthroughsuchmeasuresasrelaxinglendingconditions.Weshouldadvancetheinternationalpovertyreductionprocessandscaleupassistancetotheleastdevelopedcountriesandregionsinparticularwithaviewtobuildinguptheircapacityforindependentdevelopment.五是協(xié)同應(yīng)對全球性問題挑戰(zhàn)，建設(shè)人類共有的美好家園。面對氣候變暖、環(huán)境惡化、疫病和自然災(zāi)害、能源資源和糧食安全、恐怖主義蔓延等關(guān)系人類生存和發(fā)展的問題，任何國家都無法置身事外，也難以單獨(dú)應(yīng)對，國際社會必須加強(qiáng)合作，共同應(yīng)對這些挑戰(zhàn)。
